On 23 and 24 March the European Council is meeting to discuss the future of Europe’s social model. The very essence of the welfare state is at stake. Europe’s present social model is unable to tackle the modern challenges of globalization, and has left Europe with gigantic problems: an unsurmountable public debt and pension liabilities, a rapidly ageing population, 19 million unemployed, and an overall youth unemployment rate of 18%. The unemployment figures may easily be doubled to account for hidden unemployment. The untold reality is that Europe’s real unemployment stands at the level of the 1932 Depression. The Lisbon strategy of the European Commission to bring Europe back to sound economic growth and employment has met a bumpy ride. While largely a list of recommendations for the member states to follow, Lisbon I was greatly ignored at the expense of national priorities. So when Barosso launched Lisbon II, various scoreboards were set up. As we already advocated, the Lisbon agenda in itself is a noble goal. However, it will only produce results when coupled with bringing the public sector back in line. Innovation only works when the boundary conditions are met.
Two recent reports, one from the Brueghel think-tank and the London based Centre for European Reform give mixed but generally speaking encouriging results. The top scorers are introducing policies to reduce the tax burden and corresponding inflated public sector. Belgium, who should play an example role in the EU, keeps lagging behind. ...

Koen Hendrickx van het Planbureau meent dat de herinterpretatie van haar werkloosheids- en werkgelegenheidscijfers door WorkForAll verkeerd is. Vreemd want in zijn antwoord geeft Hendrickx zelf twee verschillende cijfers op voor de werkloosheid, namelijk eenmaal 8,3% (het volgens het Internationaal Arbeidsbureau geharmoniseerde cijfer) en eenmaal 14,3% (een eigen definitie gebaseerd op RVA- gegevens). Volgens een andere groepering van de categorieën komt WorkForAll respectievelijk op 21,6 en 24,4%. Dit laatste cijfer is de maximalistische definitie ...

De sp.a zet haar gratispopulisme voort. Staatssecretaris voor Overheidsbedrijven Bruno Tuybens kwam deze week met het voorstel studenten vanaf volgend jaar een 'gratis' treinabonnement te schenken. Zo zetten de Vlaamse socialisten hun doelgroepenbeleid ongehinderd voort. Een systeem waarin de gebruiker betaalt, in tegenstelling tot het verdoken herverdelingsmechanisme dat Tuybens wil uitwerken, is beter, stelt EVERT GRUYAERT in De Tijd op 3 maart.

Si l’on en croit le Bureau du Plan, notre pays va pour le mieux. Les prévisions pour 2006, telles que révélées le 25.02, sont excellentes. 41.000 nouveaux jobs devraient être créés et le PNB devrait croître de 2,2%. En 2005, on en aurait créé 39.0000 et 362.000 depuis 1999. La population active aurait crû pendant la même période de 400.700 unités à 5 millions tandis que la population belge compte 10.480.000 personnes (+322.600). ...

Une publication plutôt objective mais osée du groupe de réflexion “In de Warande”, intitulée “Manifest voor een zelfstandig Vlaanderen in Europa” (Manifeste pour une Flandre indépendante en Europe) a suscité pas mal d'émoi ces derniers temps. Les publications et prises de position de ce genre sont habituellement considérées à tort d'un point de vue séparatiste et polarisent le débat. Il y a pourtant de nombreux motifs économiques qui font que les citoyens belges peuvent avoir beaucoup à gagner d'une approche régionale poussée au maximum sans que l'unité politique n'ait à disparaître. Er is de laatste tijd nogal wat beroering rond een behoorlijk objectieve maar gedurfde publicatie van de denkgroep “In de Warande”, getiteld “Manifest voor een zelfstandig Vlaanderen in Europa”. Onterecht worden dergelijke publikaties en standpunten enkel bekeken vanuit een separatistisch standpunt die het debat polariseren. Er zijn evenwel heelwat economische motieven die maken dat de Belgische burgers via een maximaal doorgedreven regionale aanpak er beter van kan worden zonder dat de politieke eenheid dient te verdwijnen.
